Formulation and implementation of province-level transport policies, laws, standards, and plans; research and regulation;
Promotion of environment-friendly, disabled-friendly transport systems;
Formulation and implementation of transport safety and vehicle pollution control plans at the provincial level;
Promotion, feasibility study, project implementation, operation, and management of alternative transport technologies such as waterways;
Formulation of policies, laws, standards, and plans related to provincial highways, roads, bridges, and suspension bridges; construction, upgrading, maintenance, data management, research on road technology, transport safety, implementation and regulation, and protection of road right of way.
